Symptom:

          Hot Keys assigned to shortcuts, on the "Shortcut key" line, don't take effect or, when changed, revert to the previous setting.

Solution:

          Immediately after assigning or changing a Hot Key, move the shortcut to another directory.  You can then move it back.  This seems to force Explorer to reassign the Hot Key.  Unfortunately, even this doesn't always work and you still may need to do a cold reboot.
